KANTO

HM 01 (Cut): Cut is given by Captain in S.S. Anne's at Vermilion City

HM 02 (Fly): Fly is inside the house, north of Route 16

HM 03 (Surf): Surf is inside Secret House in the deepest area of Fuchsia Safari Zone

HM 04 (Strength): to get Strength, get golden teeth inside Safari Zone and give it to old man at the house beside Fuchsia City pokemon center

HM 05 (Flash): Flash is given by Professor Oak's assistant in the Eastern path of Route 2, you need to have at least 10 SEEN kanto dex

HM 06 (Rock Smash): Rock smash is given by a man inside Ember Spa in Island 1

HM 07 (Waterfall): Waterfall can be found at the basement area of Icefall Cave, Island 4

JOHTO

HM 01 (Cut): Cut is obtained after you caught Farfetch'd in ilex forest

HM 02 (Fly): Fly is obtained after you defeat Cianwood city gym

HM 03 (Surf): You get it in Ecruteak city's dance theater

HM 04 (Strength): Strength is obtained the first time you enter route 42

HM 05 (Flash): Flash is obtained in Bellsprout tower in Violet city, after you defeat the leader at the top of the tower

HM 06 (Rock Smash): Rock smash is obtained from an NPC on route 36

HM 07 (Whirlpool): Whirlpool is given by Lance in Mahogany team rocket HQ

HM 08 (Waterfall): Waterfall can be obtained inside Ice path, from an NPC

HM 09 (Rock Climb): Rock climb is found inside a pokeball in victory road

HOENN

HM 01 (Cut): Cut HM is found in Cutter's House to the left of the pokemon center in Rustboro

HM 02 (Fly): Fly is given by your rival after you defeat them in route 119

HM 03 (Surf): Surf can be obtained in the house next to the Petalburg Gym once you beat Norman

HM 04 (Strength): Strength is given by the man in Rusturf Tunnel once you do rock smash the blocked rock

HM 05 (Flash): Flash is given by the hiker near the entrance of Granite Cave, Dewford Town

HM 06 (Rock Smash): Rock smash is given by an NPC in the southeastern house of Mauville City

HM 07 (Waterfall): Waterfall is given by Wallace in front of the Soothopolis Gym after you calmed Groudon and Kyogre

HM 08 (Dive): Dive is given by Steven in his house in Mossdeep City after defeating Team Aqua

HM 01 (Cut): Cut HM is obtained from Cynthia outside the Team Galactic Building in Eterna City

HM 02 (Fly): Fly can be found to the right of the entrance of Team Galactic Warehouse in Veilstone City

HM 05 (Defog): Defog is found in the final room of the Solaceon Ruins

HM 06 (Rock Smash): Rock smash is given by the Hiker next to the entrance of Oreburgh Gate

HM 07 (Waterfall): Waterfall is obtained from Jasmine at the beach at north of Sunyshore City after defeating Volkner

HM 01 (Cut): Cut HM is given by Fennel in Striaton city as a reward for defeating the Gym

HM 02 (Fly): Fly can be found in Driftveil City after you defeat Bianca

HM 04 (Strength): Strength can be obtained from an Ace Trainer in the building northwest of the Pokémon Center of Nimbasa City

HM 05 (Waterfall): Waterfall is found on Route 18, at the south end of the grass

HM 06 (Dive): Dive is given by a girl in front of Cynthia's house in Undella Town
