The following staff have been rehired after layoff due to statutory requirements: Carolina Aleman, Matt Backlund, Alison Bendickson, Cristina Camarero, Brittany Coalwell-Escobedo, Devon Drawz, Katelynn Engebretsen, WeiWei Qian, Michelle Rolowitz, Chantz Rud, Karina Schwindt, Carmen Valero and Jenny West. MOORHEAD PROPERTY TAX ABATEMENT PROGRAM: Lisa Bode, city of Moorhead governmental relations director, planning and neighborhood services, provided information related to the city extending the Make Moorhead Home Property Tax Rebate program for an additional two-year period. The city would like Moorhead Area Public Schools and other public entities to participate in the residential property tax abatement program for new home construction for the period commencing January 1, 2017 and expiring December 31, 2019 by abating its property taxes as allowed by Minnesota law. There was discussion related to the cost of the program, whether housing would have been built without the rebate, and what will determine when the program should end. Bjorklund left the meeting at 7:33 p. Bjorklund moved, seconded by Tomhave, to approve participation in the residential property tax abatement program for new home construction through 2019. MOORHEAD HIGH SCHOOL CONSTRUCTION UPDATE: Dan Kleist, Gehrtz Construction Services, provided an update on the safety and security enhancements completed at Moorhead High School this summer. To improve safety for students, construction this summer created a public entrance at Door 13 on the north side of the school. All visitors entering the school will be required to use the LobbyGuard visitor management system, which is in place at the other schools in the district. Door 1 on the south side of the building will no longer be a public entrance during the school day. After road construction is completed, Door 1 can be used as a handicapped accessible entrance. The activities office space has been moved and will now be located next to the administration offices. The former activities office space has been renovated for classroom space. The main office conference room was relocated to accommodate the activities office. Kleist noted the construction went very well this summer and was within both budget and timeline. Trowbridge explained that one of the goals for the project is to improve safety near Moorhead High School. Trowbridge and Superintendent Lunak said maintaining access to Moorhead High School is important. When 4th Avenue South is closed, 2nd Avenue will remain open to provide access on the west side of Moorhead High. Due to road construction, there is currently no outlet to the south parking lot. Temporary lights, including one at 4th Avenue South and 34th Street, will help with school bus traffic near Moorhead High School. A new light will be added near Moorhead High as part of the project. STRATEGIC PLAN AND AGREEMENT WITH THE MINNESOTA DEPARTMENT OF HUMAN RIGHTS: Superintendent Lunak said the school district was notified in October 2017 that the Minnesota Department of Human Rights was auditing the district, along with 34 other K-12 districts and nine charter schools, in the area of suspension and expulsions. Since that time the district negotiated a settlement outlining initiated steps to remedy the disproportionality of the suspensions and expulsions as included in the agreement. Altenburg moved, seconded by Bjorklund, to approve the Strategic Plan and Agreement with the Minnesota Department of Human Rights as presented. SCHEDULE SPECIAL SCHOOL BOARD MEETING: Gloe moved, seconded by Bjorklund, to approve August 22, 2018 at 5 p. COMMITTEE REPORTS: Brief reports were heard related to the Teacher Evaluation Committee and White Earth meetings, and the MSBA Summer Seminar. Altenburg thanked Lunak for the work on the agreement with the Minnesota Department of Human Rights. Gloe suggested board members take the monthly Seeking Educational Equity and Diversity SEED classes being offered this year and shared the cost. Lunak announced that Moorhead High fall activities started which means the new school year has begun. He reminded board members of the new teacher luncheon on August 20 at noon and the all-staff breakfast and assembly on August 27. Jake Hyrns, competing in men's doubles with social Anthony Espinoza, posted a personal-best time during their first run, but finished eighth, missing a spot on the Olympic team.
