LEAKED PATCH NOTES TRANSCRIPTION I TRIED MY BEST

Momentum: base morph loses heals but gains major evasion for 20s, reduced duration to 20s instead of 30s

Increased from 5 to 7 seconds when using tactician(? what this was unintelligble)

-Incap 2h ult dawnbreaker get animations faster, so damage hits right away like incap does

-Dawnbreaker can't be bash cancelled anymore

-DK changes:
fossilize costs 4k mag, combustion passive reduced from 5s to 2s, something else passivewise I missed
Molten whip spd and wpd reduce to 75 per stack

-NB:
Mark target and reapers mark only count as one debuff
Grim focus 10% mitigation
Power extraction is a good small scale tool, reduces wep and spd of anyone hit by 200 for 8 seconds

-Mag sorc:
Pets do 8% less damage
Matriarch heals for 14% less
Conjured ward shield strength decreased by 18% and costs 1000 magicka more
Hardened ward reduced shield size by 9%
Streak cost decreased to 33% per streak (same as dodge roll)

-Templar:
Total dark applies to self for 4 seconds and direct damage to you they get snared for 3 seconds and you heal for 1.8k
Cleansing ritual heals for double now

-Warden:
Swarm does 17% more damage
Damage buff passive reduced from 3% to 2% per companion skill
Bursting vines burst heal increased by 15%
Winters revenge decreased damage per tick by 30%

-Necro:
Mystic siphon restores 55 mag per tick instead of 75
Blast bones instantly leaps onto target

-2h:
Executioner does 50% more damage (scales up 50% higher, 400 instead of 350%)
Momentum and rally lose healing over time, FW has major evasion for 20s and Rally has duration reduced to 20s and healing adjusted for same amount as before
Onslaught does splash damage equal to 100% damage dealth to target and no longer ult resets, now the ignored resists are given
to you as flat pen for 16 seconds
Critical rush does 50% more damage
Stampede now applies a small aoe (5m) that does bleed damage
Dizzying swing now has a 0.8 second cast time and does 9% more damage

-SNB:
Heroic slash doesn't snare, damage reduced by 31%
Puncture same thing
Ransack gives minor protection for 15 seconds
Reverb no longer gives major defile
Power slam does double damage, if you block 10 consecutive (slams? attacks?) the powerslam will do 50% more damage
Ult now costs 200 ult
Fortress decreases cost of snb skills by 15% instead of 10%

-DW:
Twin slashes dmg increased by 37%
Bleeds now scale with your enemy's resistances. Bleeds do the same amount of damage if your target is at 24k resistances (inverse scaling? who knows?)
Hidden blade is now a utility skill, increased cost to 4k, reduced range to 22m and reduced dmg dealt by 25%, they now interrupt and no longer apply major brut instantly, enemies hit are marked and light or heavy attacking them while dw'ing will grant you major brutality for 30s
Shrouded daggers no longer deals increased dmg per bounce but interrupts anyone hit and deals aoe damage standard(?), only first target is marked
Flying blade allows you to reactivate the ability free of cost on a marked target which causes you to jump to the target and gain major brutality, this ability is off GCD
Twin blade and blunt decreased tick ratio to every 1 second instead of every 2 seconds

-Bow:
Snipe gets dmg increased by 9%
Poison arrow costs 300 stam more, does double damage, poison injection execute multiplier decreased from 260 to 100%
Scattershot is now a utility ability, increased cost to 4k, reduced range to 22m and increased the knockback to 8m, something else I missed
Magnum shot no longer knocks the caster back, does 20% more damage
Draining shot heals you right away when it does damage instead of when the target breaks free

-Destro:
Destructive reach no longer stuns, clench still stuns

-Resto:
Healing ward only scales to 100% strength, instead it heals you for 25% of the remaining shield each second
Healing springs reduced by 44%, increased the cost to 4.5k, increased the duration from 4s to 8s, can only place one at a time. Instead of restoring 330 magicka for up to 3 allies hit you instead restore 13 magicka for each ally hit inside your group
Regeneration only heals the caster, healing has been tripled and ticks every second for 5 seconds.
Mutagen stays for 10 seconds on the caster, heals once per two seconds but the burst heal has been increased by 93%
Resto ult only heals the target that casted it
Combat prayer reduces the cost as it levels up, pets no longer get minor berserk
Force siphon no longer has a cast time or cost, duration begins at 18 seconds which ranks to 24 seconds which goes to 30s on the morph
Quick siphon grants activator minor expo

-Armor:
Annulment shield size decreased by 9%
Harness no longer returns 3% of max mag when hit by a spell, restores 5% of the ability's cost whenever it absorbs any damage (3 times per cast).
Evasion reduced cost from 3.6k to 2.2k, added a new function where whenever you get hit by any aoe damage you gain major expo for 2 seconds. Shuffle now gives you 7 seconds of snare immunity

-Vampire:
Can't ani cancel mist form for major expo anymore

-Soul Magic:
Soul assault costs 175 ult and does half the damage

-Werewolf:
All skills cost 200-300 stam more

-Fighters guild:
Flawless DB gives 300 weapon damage instead of 5% more.
Camo hunter no longer costs more than the base form, no longer grants minor berserk from sneak, grants it from dealing any damage from an enemy's flank and lasts 5 seconds

-Mages:
Entropy now costs 3k mag and all morphs have dmg increased by 200% and duration is now 10 seconds. Major sorcery remains at 20 seconds
Structured now heals you every 2 seconds for 10 seconds instead of max health
Degeneration no longer has a 15% chance to heal on LA or HA. Instead it returns 100 magicka when dealing dmg with light or heavy attacks

-Psijic:
Meditate resource return and healing reduced by 21%

-Alliance War:
Vigor and resolving vigor only heal the caster. Increased the duration to 10 seconds but ticks every 2 seconds (from 5 seconds ticking every 1 second). Increased healing per tick by 85% and reduced the cost from 2.5k to 2.2k
Resolving doubles the frequency but halves the duration.
Caltrops does 60% less damage
Barrier now costs 250 ult
Purge now costs 7.8k magicka and both abilities only work on targets in your group.
Revealing flare radius reduced to 5m and it now costs 4.5k magicka (instead of 1.8k)

-Bloody Mara:
Reduced max health and magicka by 33%

-Senche's Bite:
12% more crit damage instead of weapon damage

-Eternal Warrior/Phoenix:
No longer resurrect, phoenix gives 70k shield under 20% health, warrior gives major protection below 20%, eternal warrior heals you for 12k under 20% hp

-Fury:
Stacks have been decreased from 25 to 20 (150 wep dmg decrease)
Stacks now have a cooldown, you can get 1 stack each second. They now stack off of anything, not just crit damage.
The duration of the stacks have been reduced to 4s from 6 seconds
Upon reaching 20 stacks the bonus can no long refresh, but will double in duration.

-7th:
Only gives 350 weapon dmg now

-Ravager:
Whenever you attempt to reduce the target's phys or spell resist you gain a stack of ravager for 5s which gives you 125 weapon damage up tot 500 wpn dmg
Last stack can no longer refresh but doubles in duration.

-Truth:
Only gives 350 weapon damage

-Veiled:
Only gives 550 weapon damage on an interrupt

-Plague Doctor:
Max health reduced from 4k to 3k

-Torug's Pact:
No longer increases damage of oblivion enchants (scales with max hp, 24k hp will do same damage)

-No pirate skeleton nerf fucking OMEGALUL
